Item frames get blown up with mobgriefing off

If mobgriefing is set off, then creepers supposedly can't break blocks anymore. But, they still blow up item frames. I am aware that item frames are entities and entities are blown up by griefers even with mobgriefing off, but item frames are kind of blocks still. My report is more of a question, is it possible to make the item frames not blow up by creepers with mobgriefing off?
