Flaming arrows won't trigger tnt when shot from above.

I expected flaming arrows to trigger the TNT when shot from any angle or side.

But when I fired at the top of the TNT (where the fuses are. 😛 ) Nothing happened.

Step one: Get bow with flame enchantment.
Step two: Place TNT
Step three: Fire at top side of TNT.
