Minecraft Skins Don't work on snapshot LAN servers

when i play on the snapshots and when i host a LAN game i cannot see other peoples skins and they cannot see my skin too.

How to Recreate
1.open a LAN world
2 have a "guest" join
3 observe the other players skin and have the "gest" observe yours
it should both be steeves even if you have a skin uploaded.
