Cloud Height does not scale with Sea Level in Customized Worlds

When the Customized world type is used to increase the baseSize and seaLevel, the cloud height does not increase with these levels. I am experimenting with the Customized world type to have more underground volume and spreading the ores around in different levels. I have

baseSize=16.000
seaLevel=128

and the clouds remain at height level 128, passing across the surface of the water/land and through the mountains. Is there a simple way to add in the cloud height remaining relative to the seaLevel parameter to avoid this distracting peculiarity?

Intended. Clouds are always at 128, no matter what customization.

You can't really say it was intended for clouds to stay at the same height when the customized world type came out allowing easy access to changing sea level and base height. Clouds always used to be 128, and was intended, but it sure seems like an oversight in the customized world type to keep that limit, I mean just look at the screenshots and tell me if that is "intended".

According to the MC Wiki, clouds appear at layer 127 on all world types. I'm pretty sure that this is intended.
