The world border texture jumps eight pixels when moving.
It only happens if the world border is larger than 65 blocks, or you are on the outside.
It only happens on the south side of the border, and may stop after moving a few block north (larger area of effect the larger the border)
This bug is hard to notice without using a resource pack, since the default resource pack has the same eight pixels repeated
The screenshot shows that the border has become misaligned, but does not show the bug fully.
Steps to reproduce:
Apply a custom worldborder texture for visibility, or use the provided debug pack
Set the worldborder to center at your location using
/worldborder center ~ ~
Set the worldborder size using
/worldborder set 150 0
Travel to the southwest corner
Face west and travel to the north

Can a mod please attempt to reproduce this bug, or reply as to why they have not attempted to reproduce the bug? It has been sitting unconfirmed for nearly a year now, despite easy to follow steps to reproduce and a debug resource pack.
Is this still an issue in the latest snapshot 16w44a? If so please update the affected versions.

Confirmed fixed, it's no longer happening in 1.13.1. Closed as "Cannot Reproduce" because actual fix version is unknown.
The bug's back. Replicated in both 1.18.1 and 22w03a.
I've recorded a demo of the glitch with both the default texture and a modified texture to show how the default texture mostly obscures the bug.
