Clothing does not show in F5 mode or to other players

When using the new skin format with clothes (uploaded from Minecraft Skin Studio) do not show in F5 mode or, as far as I can tell, to other players. Maybe I'm doing something wrong with the skin, so please look at the attached image.

What I thought would happen:
The clothes would go on my skin

What happened:
Clothes didn't work

How to reproduce:
1. Make a skin with clothes
2. Upload to minecraft.net
3. Try to put them on
4. Go to F5 or have someone join LAN/server/realm and look at you.

Yes, this is a picture taken with F2. It shows the hat, but not the rest of the clothing
