When using 'Replace' in 'Fill' using /execute and running it in a command block it fails and does not work
Example Command
/execute @p ~ ~ ~ fill ~1 ~ ~1 ~-1 ~ ~-1 air 0 replace water
Example error
[18:20:16] Failed to execute 'fill ~1 ~ ~1 ~-1 ~ ~-1 air 0 replace water' as Imad_Bush
But if I run the command using chat it works fine.

partly confirmed, torch placed when standing in the water
I found out it has to do with the location of the redstone torch, 2 blocks distance then it works, 1 block distance fails, replacing the redstone torch in the not working situation with a button makes it work as well
this is the situation when it's not working, other situations work fine
replacing the torch with an button makes this situation work as well

cannot confirm, works in a command block for me as well
