[MC-56801] Screen 'Flashing'

I started playing and noticed my screen will constantly flash, items will flash (in inventory) and my hot bar will flash(disappear/reappear).

I only noticed this problem after upgrading to Microsoft 8.1 it never did this before in version 8

Likely you need to update your graphics drivers.

My graphics are up to date and its still doing it.
