If a dropper or dispenser are placed facing up with a block then placed on the top/exit side of the dropper or dispenser, when activated, the item being ejected from the dropper/dispenser will always go in the WEST direction.
This behavior is NOT seen in 1.7.9. Instead the item will randomly eject in the N/S/E/W directions allowing for it to ALWAYS pass through 1 of 4 separate hoppers enabling the creation of Random Output circuit. I have chained the circuits together in other worlds, assigning each of them command blocks to create a random message generator which chooses from 16 different messages.
The latest snapshots break this behavior.
Attached is a flatworld that shows this behavior.

Regression of MC-50572
This was labeled as a duplicate of a ticket that does not specify that the exit side of the dropper/dispenser is blocked. Yet I'm unable to reproduce the WEST ONLY behavior when the dropper/dispenser is UNBLOCKED. Only when it is blocked. This is what is supposed to prevent the item from falling back onto the dropper/dispenser.
Please insert your findings in MC-50572 , apparently this was fixed but not completely.
Able to reproduce (screenshot attached).
