A painting is an entity. Which means it cannot be placed above a fence. It probably stays on because of lag. It doesn't even let me put on the painting.

The .5 part only affects entities. Don't you know anything about Minecraft???
Look, the fence's texture is only one block high, so you should be able to jump over it. But it is really 1.5, so you can't.
That is because a fence is technically 1.5 blocks high for entities like a painting. So if there is a fence below where a painting should be, the .5 part keeps it from getting placed. Not a glitch.
Normal. Some servers are offline some of the time, and when it turns offline while some people are playing, you get that.
Never mind. An automatic Update of Minecraft to 1.14 happened on Dec. 15, and successfully and permanently updated.
