Not invalid. if you don't have a count tag, it shouldn't let you summon it.

A painting is an entity. Which means it cannot be placed above a fence. It probably stays on because of lag. It doesn't even let me put on the painting.
A painting isn't a block.
Never mind. An automatic Update of Minecraft to 1.14 happened on Dec. 15, and successfully and permanently updated.
