Ive looked for hours and hours in a custom all deep ocean world and haven't found anything. please look into making them more common.

Don't think so, the wiki says: "Changes how many times the game will try to generate a dungeon per chunk (this is not the actual number of dungeons per chunk- not all attempts are successful)"
This & MC-57539 are pretty much opposites.

And setting dungeon count to 100 makes it a lot easier to find them.
