I sneaked off a packed ice block expecting to not, but apparently snow counts as a full block.

Likely works as intended. You can only "sneak" off if the snow layer is more than 1. 1 layer of snow adds no heights. 2 layers add 1/8 block height. Seems proper considering slabs act the same.
