[MC-59011] Repeaters with one tick delay do not turn off

A redstone repeater with a one tick delay will not turn off when facing into redstone dust. It will turn off only if a redstone repeater behind it is powered.

No I don't think it's a duplicate. The report isn't staing anything about creating a clock.

Actually, the repeater does start ticking on and off like a clock. I think it's a duplicate
