Traveling minecart sound is too loud

But in my opinion it's more a bug than a suggestion.

you suggest the volume of a sound to change, you don't say: "it's too loud, so it's a bug"

I said "In relation to the other player sounds, the traveling minecart sound is too loud.".
So I mean the relation to the other volume levels don't fit -> it's a bug

Depends at how you look at it, 4 wheels all around you, 4 times as loud

In any case this is a change request which should go to the reddit.
