Water and lava can drip from barriers

The Bug:

Water and lava can drip from barriers.

This can cause water/lava particles to be generated seemingly in the air. Water and lava cannot drip from light blocks therefore one would expect water and lava to not be able to drip from barrier blocks.

Steps to Reproduce:

1. Create some water that has barrier blocks beneath it by using the commands provided below.

   /fill ~1 ~5 ~1 ~7 ~6 ~7 minecraft:barrier

   /fill ~2 ~6 ~2 ~6 ~6 ~6 minecraft:water

2. Wait around ten seconds and look below the water.

3. Take note as to whether or not water and lava can drip from barriers.

Observed Behavior:

Water and lava can drip from barriers.

Expected Behavior:

Water and lava would not be able to drip from barriers.
