Dispencer not putting items into chest/dispencers placed about it

While playing on a server on the snapshot 14w25b, I noticed that after setting up an item elevator with dispensers. The dispencer fired items through the dispenser above it and also chests places about it. Also tested it on the latest 14w27b snapshot (as seen in the attachment)to no avail
