Repeaters wrong TICKS

hello napster1 here i found these weard repeaters:

normaly repeaters just have 1 tick - 2 ticks - 3 ticks - 4 ticks
now in 14w27b snashot its: 4 ticks - 3 ticks - 2 ticks - 1 tick
and in 14w27b 4 ticks works as 1 tick ( also 1 as 4 ) and 2 as 3 ( also 3 as 2)
