[MC-61063] Command blocks not triggering

I have tried powering a commandblock with a redstone block, and it does not trigger. This same result happens any way I power it. Other commandblocks in the world are triggered, but none of them in this area.

It does exist in 28a. It now says it is powered, but the command is not shown as completed in the previous output. It then stays "triggered" when I remove the redstone block.

The debug screen is a little bit weird, but it runs the say command for me.

UPDATE: The command /say works fine, but tp, execute, kill, and scoreboard all come up as "unknown command" or not triggered.
