[MC-61102] Chunk errors in new world (bad altitude)

There seems to be some issue with world gen in the snapshot.
See screenshot for details - coordinates and seed.

It's extreme hills, and suddenly one chunk is some 15 blocks lower.

@Galaxy_2Alex That is a different bug, please at least look at the bug description before flagging as duplicate.
I didn't have any old world with the same name, and in fact, Minecraft was freshly started.
