when i mine a block whether its a piece of wood, ore or just some leaves it basically respawns and takes a minute to turn into a pick unable item/ sometimes doesn't at all

What I expected to happen was...:

i expected the block to pop into a item
What actually happened was...:
it poped and then was a block again

Steps to Reproduce:
1. simply go in an try to mine a block.
or
2. climb a jungle tree vine to the top then
3.mine the leaves right above the the wood block while climbing on the vine
4.then climb into leaves space if it is so
5. then mine the wood block straight forward while still climbing by now the glitch should be happening
6. then mine the wood above the one you just mined
7. then mine the leaves so that you will be on top of the tree trunk
8. eat away at leave until you are on top of canopy of the tree yay
