Skins don't work if Server's in Offline Mode

Mod notice

This no longer works due to a change of functionality where the server becomes responsible for serving skin files.
Since the server is in offline mode, it does not contact any of the Mojang servers and can't show clients their skin files.

The only workaround is to set the server in online mode. Issues in the offline mode of Minecraft servers are not supported.

All Player skins will not load, whilst server is in "offline" mode

How would you be able to load the skins from the database if the server is offline.

This worked in 1.7. Also, people, PLEASE STOP TALKING ABOUT PIRATED CLIENTS!!!! They are NOT the only reason people put servers in offline mode. I personally leave mine (localhost) in offline mode so that I can connect to it and do some admin stuff if my internet goes off (power line maintenance, electricity turned off for work in the house, etc).

PS: If you're wondering how I use my computer with no mains power, it's a laptop.

PPS: The rant is not just for similar reports, but any report involving offline mode.
