Not a resource pack issue, but broken Intel drivers. MC-14051
Your hardware is likely unable to support Minecraft versions higher than 1.7.2.

Do you have an recouce pack that is enabled? and what are your computer specs (start>computer>right-mouseclick-on-computer>properties). if you say that i can check it
