[MC-62953] Working End Portals CANNOT be made in SSP

I have tried multiple times on this particular world, but I cannot make a functioning End Portal in Creative mode.
I know this doesn't affect servers, because I saw my sister go to the End on my account, on the family computer, on a server her friend's dad owns.

Cannot confirm.
You have to take care about the orientation of the frames and eyes.

The frame design works, and the eye orientation doesn't matter.
I THINK it has to do with how close it is to the bedrock layer. In that case, it's a whole different issue.
