[MC-62973] Spawn Protection not working on non-op users even with ops in ops.json

New server created ahead of 1.8 release. ops.json contains another user than me.

spawn-protection=16 is set in server.properties.

I was able to break and place blocks, but I have found out what was going on: I was outside the spawn radius. I was on my way back to close the ticket when I saw your very fast follow up.
