[MC-62982] Banners can be stacked, causing Z-Fighting on the back and on the sides

You can stack banners causing them to split in half, which causes Z Fighting at the back.

The underlying issue is that any block can be placed in the top part of a banner, which makes this a duplicate of MC-63055.
