[MC-63455] /setblock with data value

we can't setblock with a fake data value (ex: /setblock ~ ~ ~ barrier 1)
The command works but the block has still a data value of 0.

barriers and air cannot have a diffrent data value, they will reset them selves to 0, intended
also please don't paut down future version as effected version, you DON'T have acces to them yet
