Fences counting as a full block creates unloaded chunks

When having the fence block just out of view, but the actual whole 1 square metre block still in view, chunks are not rendered.

Unable to reproduce. Please attach a screenshot with the F3 screen on.

Cannot reproduce.

Would suggest more people trying to get the fence just out of view, may take a couple of times to reproduce.

Please redo the screenshots with debug screen enabled so that we can see the rotation values.
