[MC-64086] Chunk loading glitchy when set above 12 chunks

1. Create new world with seed 7806441294163765663
2, Change render distance to something high (24 chunks for instance)
3. Turn east and notice the chunks beyond 400X are really spazzing out

You really have to load the game up and experience it in video mode to experience the trip.

If you drop the render distance to 16 chunks or fewer, the glitch goes away.
