[MC-64096] minecraft launcher wont download resources and will not work

downloaded minecraft.exe.
started the launcher
clicked play
then in the development console it will say

Attempting to download C:\Users\Flannery\AppData\Roaming\.minecraft\assets\objects\ec\ec8a2cbdf68b4e2136098ec33695e1c53625ddb8 for job 'Resources'... (try 1)
[21:41:32 WARN]: Had local file but it was the wrong size... had 178120 but expected 1379756

it will keep saying that but the had will be another number and the expected will also be another number with every assets\objects\ file it trys to download

also im not getting a crash report, its just going all the way thru and completely stopping at the end

Please attach the complete output of the "Development console"
Most probably Firewall / Antvirus software issue.

i put the development console output in a .txt file and attached the file. it got all the way to the end and let me click play again and its doing more. ill attach that as well and name it accordingly.
