I made a new world and was swimming around with Depth Strider III boots and speed 255. When I got near the chunk boundary they wouldn't load, if after several minutes. F3-a didn't work either, nor did reloging, or lowering/raising render distance.

to Mod: See in issue 64445. I have the same, when I use render distance 32. I have Win 8.1 64bit and Java 1.8.011 64bit.
I had the same issue, with java 1.7_65, on Lubuntu Linux 14.04(same core system as Ubuntu). I'm using 14w34b. This issue should be reopened.
This is a duplicate to https://bugs.mojang.com/browse/MC-64376 - Please vote for that issue and hope it gets fixed. I experience exactly the same.
Your Java version is out of date! Please update your Java to the latest version (1.7.0_65): http://www.java.com/en/download/.
When using a 32-bit browser on a 64-bit operating system the automatic version detection will only show the 32-bit version of Java, the 64-bit version needs to be downloaded manually: http://www.java.com/en/download/manual.jsp.
