A normal daylight sensor turns off during the night. A inverted one will never turn off and the lowest it will ever be is power 5, even at high noon.

It does turn off, but it takes until about 4300 ticks daytime to do it, and turns back on around 7700 ticks daytime. So it's only completely off for about 3400 of Minecraft's 24000 ticks per day, or about 15% of the time.
