[MC-64490] Unable to set beacon effects

In snapshot 14w31a beacon effects can't be applied.
Relevant console output attached.

Confirmed, can't use my shiny new beacon in my new world :S

Confirmed, was testing beacons below spawners to see if they'd still radiate effects. Couldn't get it to accept my emerald or diamond.

Confirmed. Why does it say resolved? My Beacons are giving off light, but wont give any effects.

Its resolved because its a dupe.
