[MC-64502] Village ways gets created with holes

First of all, this is probably not intended because that is why the ways now have cobblestone beneath to prevent this bug...
But now the cobblestone with the gravel on top is in the cave

But why is this a duplicate of MC-1948, because I think the thing with cobblestone under the way was added to prevent the way the get generated with holes caused by MC-1948!?
