extremely slow liquids block update

1) Place a lava source block, either in creative or with a bucket in a dispenser. Lava in the overworld now takes a full 4 seconds to spread.

2) Place a water source block at 2 (see blow, x are blocks). Instead of going straight for 4, water spreads to 1, 3 AND 4.
