[MC-64827] Extremely Expensive Repairment

Reparing a normal pickaxe with Effeciency IV and Silk Touch I costs 33 levels which it has never done before, not even close, switching their positions is apparently too expensive.

Yes, many times, allways at a much much lower level.

That would make it a duplicate of MC-45300, I would suggest reading the notes there.
