Basically, when you open the game, and you go into a world with creative mode, you open the decorations menu, and scroll down until you get to the banner layer, right before it loads the banners, it makes the game freeze for a few moments and then it will show the banners. After rendering the banners, this issue will no longer happen when trying to load them until the game is restarted.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) here.
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases. If this has been done, we can reopen the issue.
