The bug
If you stand in the corner of a T-intersection of glass panes, iron bars or fences and you are inside the hitbox trying to place a block while facing the glass pane, fence or iron bar places it on the other side.

Confirmed. Although issue is more that you can place a glass pane in the same location as the player. The placing blocks through the glass pane is a side-effect of that issue since if you're inside any solid object you can place blocks outside that object still.

@@unknown, in the latest versions you cannot place the glass pane inside yourself anymore but you can still reproduce this bug by moving inside such a T-intersection corner.

Apparently this issue has been fixed in some of the 1.13 snapshots.
