The players hitbox will "catch" against the under-side of solid blocks when walking up stairs at an angle facing slightly towards the wall whilst pressed up against the wall.
In the images below, problematic blocks are denoted by the redstone block. The video shows the issue in action. The lapis block denotes where a new full block starts for the snow example.

Please notice how this post also refers to snow and slabs. Are you saying snow/slabs are stairs? If this somehow is because of the same problem, the hitbox problem needs to be expanded beyond "stairs", because as Zuriki reports, this does not only happen with stairs.

If anything, MC-61245 could be related to this post, but only partially.

The issues are not related. MC-61245 is about the hitbox of stairs specifically in relation to them being placed or destroyed. This does not affect the example above because the stairs in the example I gave are acting in accordance to how they should act in versions unaffected by MC-61245 and the hitbox of stairs is entirely irrelevant to this issue.
This issue is about player movement across any non-full block and more specifically relates to the special-case snapping the player to elevated surfaces when the destination surface is elevated by 0.5m or less.
