Beacon light does not travel through water

The beacon turned off when I put water on it

What I expected to happen was...:
The beacon light would travel through water

What actually happened was...:
The beacon light did NOT travel through water

Steps to Reproduce:
1. Set up a beacon with 3x3 mineral blocks under it
2. Place water on top of the beacon
3. Observe
