Falling Sand Damage Value Bug

I have been trying to summon Falling Sand that looks like RED Carpet. This is the command i used: /summon FallingSand ~ ~ ~ {Block:minecraft:carpet,Damage:14s} . I tried everything, like "Damage:14" or "Damage:14b" and neither 14s, 14b or just 14 worked. All that i summoned was White default Carpet...
