When I Use a splash potion, the sound and particles are delayed by 2-3 seconds. The Splash Potion of Harming is working fine for the new mobs, but its also delays the damage when a splash potion is used.

No I was just using the potion, to kill mobs, then I found the bug
You said you were using splash potions of harming, are you throwing them at the mobs after collecting them in a mob trap/exp farm?
