[MC-67118] No instamining Ice

Instamining Ice doesn't work anymore with a Efficiency IV pickaxe. Neither with Eff V or Haste II.

Well no that something different. I'm not talking about shovels or axes. I'm just talking about Pickaxes on ICE. Every other block works just fine. And I did use the search function this time.
