When you use a flint and steel on a Creeper with the NoAI NBT tag set to 1, it blows up.
What I expected to happen was...:
Right clicking with flint and steel on the AI-less creeper, it shouldn't explode.
What actually happened was...:
Instead, the AI-less creeper exploded when I used a flint and steel on it.
Steps to Reproduce:
1. Summon a Creeper using /summon Creeper ~ ~ ~ {NoAI:1}.
2. Use a Flint and Steel to see it explode.
