You Cant Make Zoomed Out Maps By Surrounding A map with paper

*What I expected to happen was
i expected to make a zoomed out map

What actually happened was...:
it didnt give me a product after crafting the map, it took the paper but the map staied the same.

Steps to Reproduce:
1. put an opend map in the middle of the crafting table
2. Surround it with paper
3.it takes the paper but the map snt zoomed out.
