[Windows] No more icon notification when game starts

When I used to start the game *and leave the window unfocused* while it loaded before this snapshot, on my Windows PC the icon would glow orange (a notification) when the game finished loading. This no longer happens, and now I have to regularly check back to see if it's loaded.
