This happen when you try to apply the regeneration effect many times in a short time
Try F3+S instead of restarting your game next time/
Not a bug, integer part of -0.6 is -1. Look the second line called "block". 😉
The real problem is "Is this intended ?" - I already changed all my /summon and I want to know if I should change them back (if I do, I'll do everything in absolute coordinates).

Not really a bug. Try to add this in your clock:

Confirmed (Windows 8.1, Java 8).
Very annoying when you want to do ctrl+v in a command block and you do ctrl+c instead.
Invalid. This is not a bug, the output of a testfor chang only when the block is powered.
If you shoot another arrow, your bow will be cleared and the output of the second command block will be reset.
Two solutions:
You put the testfor in your clock
You add a /blockdata after the testfor to reset the SuccessCount value
You can use the command stat to get the value of a specific gamerule in a scoreboard objective.
Single player too
Zombies cannot take item on the floor if mobGriefing is set to false.
You need to have a block of air above the pumkin stem.

I think it's not related to Minecraft but to your computer.
The correct command is:
/replaceitem entity @e[type=Villager] slot.armor.head minecraft:stone
Either have a world-wide list of recipe that can be available to the auto crafter or registering who is interacting with it (even better, make people "sign" inside the block so they can add their recipes or remove them at will)
But as it is now, crafter can be a problem for some maps/datapacks.
