[MC-6835] EnderDragon can break blocks even with /gamerule mobGriefing set false

When the gamerule /gamerule mobGriefing are fixed to false the EnderDragon can always break blocks. I can't post screen because my map are destroyed by the enderdragon.

MC-250 Ender Dragon can still grief stuff like cobblestone and chests even if the gamerule mobGriefing is set on false. Resolved
