Two textures for underwater blocks

I dont know whether this is a bug, that always the last block underwater has a darker texture (See sreeshots)

Does it happen without the ressourcepack?

oh totally forgotten the resourcepack.
But without resourcepack the lowest blocks are also a little bit darker (screenshot)

That's the light level.
