Can't fire skulls from dispencer

You cannot fire skulls from a dispencer. A dropper works, but with a dispencer, the dispencer does the same particle and sound effect as if the dispencer is empty. Even when there are other items in it, sometimes the dispencer tries to fire it, but it won't(and you get the same particle and sound effect as empty).
