[MC-68760] Unable to summon WitherSkull

In the 1.8 pre-release you are unable to summon wither skulls.

Reproduce by:

-Create minecraft world with cheats enabled.
-Type "/summon WitherSkull".

This only affects the pre-release, previous versions were fine.

...special case with this, I actually added the WitherSkull to the title before resolving this ticket to it. So, no fault of yours 🙂
